Uttar Pradesh Chief Minister Yogi Adityanath also called for a comprehensive skill development roadmap for these children, developed in cooperation with the private sector.


Uttar Pradesh Chief Minister Yogi Adityanath on Saturday hailed labourers as the driving force behind the state's economy and progress, asserting that securing dignity, safety, quality education, and enhanced employment opportunities for workers, youth, and marginalised communities remains his government's top priority.

 

Reviewing various schemes and proposed initiatives of the Labour and Employment Department, the Chief Minister instructed officials to expand the Bal Shramik Vidya Yojana to all 75 districts of the state, introducing fresh provisions to the programme. Emphasising that no child should miss out on education because of financial hardships, he ordered special drives in areas prone to child labour to transition children into schools and bolster their rehabilitation.

 

Adityanath also called for a comprehensive skill development roadmap for these children, developed in cooperation with the private sector. Officials noted that the scheme, launched in 2020 and currently operating in 20 districts, enrols working children aged 8 to 18 into schools whilst offering them financial aid.

 

The Chief Minister praised the 'Sevamitra Vyavastha' as an innovative model for generating employment and assisting the public, noting that technology-driven systems unlock new avenues for youth and skilled tradespeople. Operational since 2021, the system connects citizens with domestic services via a mobile application, website, or call centre. The portal currently boasts registrations from 1,097 service providers, 5,049 Sevamitras, and 54,747 skilled workers. Adityanath encouraged government departments to utilise the Sevamitra system to boost transparency and local job creation.

 

Commending institutional reforms within the Labour Department, he remarked that striking a balance between an industry-friendly environment and workers’ welfare is a cornerstone of state policy. This approach has seen factory registrations rise to 32,583, with 18,407 new factories registered since April 2017 compared to 14,176 before that period. In the 2025-26 financial year alone, 4,860 factories were registered.

 

To better support construction workers, the Chief Minister directed the systematic development of proposed labour facilitation centres, known as "Labour Addas," across all industrial cities. He envisioned these not merely as congregation points, but as fully equipped assistance hubs, whilst also highlighting the need for safe, organised housing for migrant workers. Furthermore, he backed a proposed industrial workers' training institute and hostel scheme in Kanpur as a vital step forward for skill development.

 

With employment generation remaining a paramount focus, Adityanath stressed that the state's youth must be positioned to seize opportunities locally, nationally, and globally. Officials shared that the Uttar Pradesh Rozgar Mission, established in July 2025, has secured a recruitment agency licence from the Ministry of External Affairs to help youth find work both in India and abroad. So far, recruitment drives in Lucknow, Gorakhpur, Varanasi, and Kanpur have seen 27,555 youths selected, including 2,300 for overseas roles.

 

Over the 2025-26 period, 3,030 job fairs and campus placement programmes helped 3,74,776 candidates find employment, whilst 6,80,469 youths engaged with 4,873 career counselling initiatives. The Chief Minister insisted that these job fairs must move away from being mere formalities, urging officials to align them directly with industry demand, youth capabilities, and the Sardar Vallabhbhai Patel Industrial and Employment Zone.

 

Looking internationally, employment avenues have been identified in countries such as Germany, Japan, and Slovakia, with agreements already signed to launch language training programmes in Japanese, German, and English. Concluding the meeting, the Chief Minister directed the Employment Department to transition into a modern, digital operation by integrating AI-based services and online counselling systems into the Rozgar Sangam portal to meet future challenges.
