Prime Minister Narendra Modi on Wednesday alleged that the Indian National Congress would introduce a law to protect infiltrators in Assam if voted to power, asserting that the BJP and its allies would oppose any such move.
Addressing an election rally at Gogamukh in Dhemaji district, Modi claimed the Congress intended to “turn the majority community into a minority and create a permanent vote bank of infiltrators”. He further alleged that the party had earlier attempted to bring in a similar law at the Centre before 2014, which was opposed by the NDA.
“Congress leaders are openly saying that they will bring a new law in Assam to protect the infiltrators and are openly supporting them,” Modi said.
The Prime Minister also accused the party of attempting to divide the country, drawing a comparison with the All-India Muslim League during Partition. He alleged that the Congress had undermined the Constitution framed by B. R. Ambedkar.
Modi further targeted the leadership of the Congress, stating that the party prioritised “two families”, one in Delhi and another in Assam, over public interest. He was alluding to the Gandhi family and state Congress president Gaurav Gogoi.

Highlighting governance, the Prime Minister said that the BJP’s decade-long rule had ushered in an era of “seva” and “sushasan” in Assam. He claimed that while the Congress constructed only three bridges over the Brahmaputra River in over six decades, the BJP had built five in the past ten years, easing connectivity and livelihoods.
The Prime Minister said the NDA government had prioritised infrastructure and addressed long-standing challenges faced by people on both banks of the river. He added that the Subansiri hydroelectric project would help mitigate floods in the state.
Referring to the BJP’s manifesto, he said projects worth around Rs 1,800 crore had been announced to make Assam flood-free. He also claimed that over 22 lakh houses had been provided to poor families in the past decade, with a promise to extend benefits to 15 lakh more.
The Prime Minister said the BJP’s “double-engine” government would aim to increase the number of ‘Lakhpati’ women from three lakh to 40 lakh and create more employment opportunities.
Polling for Assam’s 126 Assembly seats will be held on April 9, with counting scheduled for May 4.
