The Mizoram Assembly has unanimously passed a bill establishing the state's first government-run university, a move aimed at strengthening higher education in line with the National Education Policy (NEP) 2020.
The Mizoram State University Bill, 2025, introduced by Higher and Technical Education Minister Vanlalthlana, seeks to create a teaching-intensive university that will cater to the affiliation of colleges within 15 years of the NEP’s implementation.
Vanlalthlana stated that Mizoram’s only existing central university, Mizoram University (MZU), would automatically transition into a research-intensive institution by 2035.
Consequently, no further affiliations could be granted to the 21 existing colleges in the state.

“It is imperative to have a teaching-intensive state university to grant affiliation to the existing colleges in the state,” the minister asserted, noting that the new institution would also offer post-graduate opportunities, addressing the shortage of seats at MZU.
Once operational, the state university will incorporate all state-run colleges as constituent institutions, while private colleges will have the option to seek affiliation.
The minister further highlighted that the establishment of this university is expected to boost the Gross Enrolment Ratio in higher education, including vocational education, as envisioned by the NEP.
Vanlalthlana also elaborated that the university would be structured under a cluster model, integrating various colleges and institutions under a unified framework. Initially, the institution will be set up in Aizawl.
