Congress President Mallikarjun Kharge on Sunday unveiled the Congress manifesto for the upcoming Assam Assembly elections, promising five key guarantees, including cash transfers for women, ₹25 lakh health insurance, land rights and financial support for senior citizens.
Addressing a rally in Naoboicha, Kharge said all women would receive an “unconditional” monthly cash transfer if the party is voted to power, along with ₹50,000 to support entrepreneurial ventures.
“We are calling the cash transfer unconditional as the money which BJP is giving to women now is conditional. To become a beneficiary, one has to be a member of the BJP, but we won’t impose such conditions and everyone will be given cash benefits,” he said.
The Congress also promised cashless health insurance coverage of ₹25 lakh per family, with Kharge asserting that similar schemes had already been implemented in states where the party is in power.
“We also promise to provide justice to late Zubeen Garg within 100 days of coming to power. We will find out who killed him and what was the conspiracy within that time period,” he said, referring to the high-profile case currently under trial.
On land rights, Kharge said the party would grant permanent ‘patta’ to one million indigenous residents, replacing the existing system of annually renewable documents.

“This will ensure that people don’t have to renew their records annually or request favours from officials and run from one place to another. We have done it in Karnataka where we gave records to 680,000 people,” he said.
The manifesto also includes a monthly pension of ₹1,250 for senior citizens.
Kharge urged voters to support the Congress, accusing the ruling BJP of misgovernance. “These are the guarantees which we will provide. Hence, I request the voters to support Congress and help us rid Assam of misrule and corruption indulged in by the BJP government in the state,” he said.
State Congress president Gaurav Gogoi also addressed the gathering, targeting the BJP over alleged divisive politics.
“I promise that if Congress comes to power, we will bring a law under which anyone who targets another religion and tries to create communal divisions will be sent to prison for five years,” he said.
The manifesto sets the stage for a high-stakes electoral contest, with welfare promises and governance issues dominating the campaign narrative.
